Where the property is ordered to be put up for sale and sale countermanded, the defaulter shall, nevertheless, be responsible for the expenses incurred in consequence of the attachment in the same manner as if the sale had taken place, unless the Collector or the authorised officer decides otherwise, and, in the event of such defaulter omitting to discharge the amount, it shall be recoverable by the process under which the original demand would have been recoverable.
