Where the management of the property attached is assumed by the Collector, he shall appoint an agent, with a proper establishment of officers, to manage the property, and shall give the agent a certificate of appointment with written instructions under his seal and signature; and the expenses of management shall be defrayed out of the income of the property, provided always that, where the property may be too inconsiderable to admit of its being charged with the salary of an agent, it shall be committed to the care of such officer as the Collector may select, who shall be subject to all the provisions herein contained in reference to agents.
