No civil court shall grant an injunction or make any order for any other relief against the Government or the agent or a sub-agent or any officer specified or authorised under this Act, in respect of any act done or purporting to be done by the Government or the agent or the sub-agent or such officer under this Act or any rule made thereunder, until after notice of the application for such injunction or other relief has been given to the Government or the agent or the sub-agent or such officer, as the case may be
