No person shall transport or attempt to transport or abet the transport of raw cashewnuts from one place to another place in the State except under and in accordance with a permit issued in that behalf by the competent authority or any other officer authorised by the Government in this behalf: Provided that nothing contained in this section shall apply to the movement of raw cashewnuts by a cultivator for sale thereof to [xxxx] the agent or a sub-agent.
