Members of Managing Committee, etc., to be public servants.- Members of the Managing Committee and the officers and staff of the Managing Committee shall, while exercising their powers and discharging their duties and functions under this Act or the Scheme, be deemed to be public servants within the meaning of section 21 of the Indian Penal Code (Central Act 45 of 1860).
