(1) The inquiry may be committed either to the Court, Board or other authority to which the person accused is subordinate, or to the commissioner or to the commissioners appointed under sub-section (2), notice of which commission shall be given to the person accused at lease fifteen days before the beginning of the inquiry. (2) The Government may, by notification in the Gazette, appoint any person or persons as commissioner or commissioners for the purpose of making inquiries under this Act into the conduct of public servants generally, or into the conduct of any public servant or public servants in any particular case or class of cases.
