After the close of the inquiry the commissioner shall forthwith report to the Government his proceedings and shall send with the record thereof his opinion upon each of the articles of charges separately and his recommendation regarding the punishment, if any, to be imposed on the person accused, with such observations as he may think fit to make on the whole case.
