(1) For the purpose of organising, administering and developing library service at the district level, the Government may, by notification, constitute a District Library Council for each District in the State. [x x x x] (2) Every District Council shall be a body corporate, by the name of the district for which it is constituted, having perpetual succession and a common seal with power, subject to the provisions of this Act: and the rules made thereunder, to acquire, hold and dispose of property, both movable and immovable, to enter into contracts, and to do all things necessary, proper or expedient for the purpose for which it is consti-tuted and shall, by the said name sue and be sued.
