When any person, commits any offence specified in section 86, any officer of the prison may arrest him, and shall without delay, make him over, with a report, to the Station House Officer who is having jurisdiction over the area and thereupon such police officer shall proceed as if the offence had been committed in his presence: Provided that when the person committing the offence is a prisoner or a prison official, a report need only be presented before the Station House Officer.
