(1) Civil prisoners may, with the permission of the Superintendent and subject to such restrictions as the Superintendent may impose, be provided with work, if they desire so. (2) Civil prisoners not maintained at the expense of the prison shall be allowed to receive the whole of their earnings. Earnings, if any, made at the expense of the prison shall, however, be subjected to such deduction- as may be prescribed.
