Duty of certain persons to repo1t Scheduled rlmases.-Every owner or person in charge of, every person importing, and every veterinary practitioner who has been called to treat, an animal which he has reason to believe to be infected with a Scheduled disease shall forthwith report the fact to the Inspector having jurisdiction in the area.
