Penalty for keeping or grazing mfective animalm unenclosed land.-- Whoever keeps or grazes in or on a11y forest, open field, roadside or other unenclosed land to which other persons have a right of access for the purpose of keeping or grazing their animals, any animal which he knows to be infective, shall be punishable with fine which may extend, in the case of a first conviction, to one hundred rupees, and, in the case of a second or subsequent conviction, to two hundred rupees.
