Recovery of expenses incurred under rlzis Chapter.-Where any action is required to be taken under this Chapter in respect of any property, place, animal or thin~ at the expense of the owner or person in charge thereof, the officer taking such action may frame a certificate stating the amount of the expenses incurred and the person from whom such amount 1s recoverable, and any Magistrate to whom such certifi- cate is presented may, after such inquiry as he may think fit and after giving an opportunity to the person concerned to be heard, recover such amount as if it were a fine imposed by the Magistrate on such person. CHAPTER III Penalties and Procedure
