Where any action is required to be taken under this Chapter in respect of any property, place, animal or thing at the expense of the owner or person in charge thereof, the officer taking such action may frame a certificate stating the amount of the expenses incurred and the person whom such amount is recoverable, and any Magistrate to which such certificate is presented may, after such inquiry as he may think fit and after giving an opportunity to the person concerned to be heard, recover such amount as if it were a fine imposed by the Magistrate on such person.
