[(1)] Whoever contravenes the provisions of sub-section (1) or sub-section (3) of Section 3 or any of the terms and conditions subject to which a permission has been granted under sub-section (3) of Section 3 or any of the terms of a notification under Section 5 shall be punishable with imprisonment for a term which may extend to two years, or with fine which may extend to five thousand rupees, or with both.
