Power to make rules

Power to make rules.—(1) The Government may, by notification in the Gazette, make rules for the purpose of carrying out the provisions of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for— (a) controlling or regulating the admission of persons to, and the conduct of persons in, and in the vicinity of parks, play-fields and open spaces; 1 Substituted by Act 16 of 2000. (w.e.f. 12.05.2000) 3 Omitted by Act 16 of 2000 (w.e.f. 12.05.2000) (b) restricting or prohibiting the admission of animals or any class of animals to any park, play-field or open space; (c) the procedure to be followed under sub-section (5) of section 9; (d) the time within which the annual return under section 10 shall be submitted to the Government; (e) removing from any park, play-field or open space any person who is therein in contravention of any order or direction of the executive authority or any person authorised under section 11; (f) any other matter which has to be, or may be, prescribed under this Act. (3) Every rule made, every notification issued and every list of parks, play- fields and open spaces published under this Act shall be laid as soon as may be after it is made, issued or published before the Legislative Assembly while it is in session for a total period of fourteen days which may be comprised in one session or in two successive sessions, and if, before the expiry of the session in which it is so laid or the session immediately following, the Legislative Assembly makes any modification in the rule, notification or list or decides that the rule, notification or list should not be made, issued or published, the rule, notification or list shall thereafter have effect only in such modified form or be of no effect, as the case may be; so however that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule, notification or list.
