The functions of the State Election Commission under this Act or the rules made thereunder, may subject to such general or special directions, if any, given by the State Election Commission in this behalf, be performed also by the Secretary to the State Election Commission: Provided that the commission shall have power to examine any such decision taken by the Secretary either suo motu or on the basis of any complaint, and take suitable decision thereon.
