Vacancies in the office of the elected or nominated members of the Council shall be filled by election or nomination, as the case may be. Any person elected or nominated to fill the vacancy shall, notwithstanding anything contained in Section 7, hold office only so long as the member in whose place he is elected or nominated would have held office if the vacancy had not occurred: Provided that it shall be lawful for the Council to exercise its powers under this Act, notwithstanding such vacancy.
