A person shall be disqualified for being elected or nominated as, and for being a member of the Council- (a). if he has not attained the age of majority; (aa). if he is not a resident of the State of Kerala; (b). if he is an undischarged insolvent; (c). if he is of unsound mind and stands so declared by a competent court, a deaf-mute or a leper; (d). if he has been dismissed from service under any Government; (e). if his name has been removed from the registers maintained under this Act or the Travancore-Cochin Medical Practitioners Act, 1953, and has not been reinstated
