Section 38

Jurisdiction of Magistrates

(1) No Court inferior to that of a Magistrate of the first class shall try any offence punishable under this Act. (2) No Court shall take cognisance of any offence under this Act except on a complaint in writing of an officer authorised by the Government in this behalf.
