Removal of difficulties. - (1) Where any difficulty arises in giving effect to the provisions of this Act, the Government may, as occasion may require by order, do anything which are considered necessary for them and not inconsistent with the provisions of this Act or the rules or the Scheme made thereunder, for the purpose of removing the difficulty. Provided that no such order shall be passed after the expiry of two years from the date of commencement of this Act. (2) Every order passed under sub-section (1) shall be as soon as may be after they are made be laid before the Legislative Assembly for a period of not less than fourteen days and shall be subject to such modifications as that Legislative Assembly may make during the session in which they are so laid or the session immediately following.
