If any difficulty arises as to the first constitution of any authority of the University or otherwise in giving effect to the provisions of this Act, the Government may, by order, do anything which appear to them necessary for the purpose of removing such difficulty: Provided that no order under this section shall be issued by the Government after the expiry of a period of two years from the date of commencement of this Act.
