(1) Subject to the provisions of this Act, the Executive Council shall have, in addition to all the other powers vested in it., the power to frame regulations to provide for the administration and management of the affairs of the University: Provided that the Executive Council shall not make any regulation affecting the status, powers or constitution of any authority of the University until such authority has been given an opportunity of expressing its opinion in writing on the proposed changes and any opinion so expressed shall be considered by the Executive Council. (2) All regulations made by the Executive Council shall be laid before the General Council at its next meeting and it may make such modifications in it as it may deem necessary.
