(1) The General Council shall meet at least once in a year. One fourth of the total number of members of the General Council shall constitute the quorum for the meeting. (2) The Chancellor or in his absence the Vice-Chancellor shall preside over the meeting. (3) When both the Chancellor and the Vice-Chancellor are absent the members of the General Council present may choose one among them to preside over the meeting.
