All the rubbish and solid waste collected by the employees or contractors of the Municipality and the carcasses of dead animals deposited in any public receptacles, depot or place [shall be the property of the Municipality and they may dispose of the same by auction or otherwise.] Substituted for the words "shall be the property of the Municipality" by Act 14 of 1999, w.e.f. 24/03/1999.
