Council may pass supplemental budget.-The Council may, on the recommendation of the Standing Committe concerned for the preparation of budget estimate, from time to time, during any year, pass, subject to the provisions of sub-section (2) of section 286, a supplemental budget estimate for the purpose of meeting any special or unforseen requirement arising during that year."
