Every contesting candidate at an election shall, within thirty days from the date of election of returned candidate, lodge with the [the officer authorised by the State Election Commission], an account of his election expenses with connected records which shall be a true copy of the account kept by him [or by his election agent under Section 141 and such officer, as soon as possible, after the expiry of the said 30 days shall forward the account of election expenses received by him together with the list of candidates who have not submitted the account of election expenses to the officer authorised by the Commission].
