ACT OF COUNCIL, ETC., NOT TO BE INVALID.— No Act or proceedings of the Council of a Municipality or a Standing Committee or any other Committee thereof shall be invalid merely by reason of any- (i) defect in its constitution; (ii) vacancy therein; or (iii) irregularity or illegality in the election of a person to, or disqualification of a person to hold or continue in, any of the offices of a Council or a Committee.
