Power to require level of culverts, cable, etc., to be raised or lowered.— Where a Municipality conducts any pipe or drain or other work connected with the water supply or drainage of that Municipality across a culvert, cable or drain, it may, 85[at the cost of the Municipal Fund], require the owners of the same to raise or lower the level thereof.
