Committee's power to call for records etc.— Notwithstanding anything contained in this Act, a Standing Committee may , for the discharge of the functions assigned to it, require the Secretary or any other employee of the Municipality to produce any record, report, return, document and other particulars and may require him to be present at the meeting of the Committee for seeking further information, as it may deem fit, and he shall be bound to comply with such requisition. 26.40[Functions of the Chairman of the Standing Committee].— 41[(1), (2) x x x] 42[(1)] The Chairman of a Standing Committee shall preside at its meetings and in his absence, a member chosen by the members present from among themselves shall preside over the meeting. (2) A member presiding at a meeting of the Standing Committee shall, while so presiding, have all the powers and be subject to all the obligations of the Chairman. (3) The person presiding over the meeting shall control the meeting and shall decide all points of order and procedure arising at or in connection with a meeting.
