(1) An Inspector, Licensing Authority or Appellate Authority shall for the purposes of this Act, have all the powers conferred on a Civil Court by the Code of Civil Procedure, 1908 (Central Act 5 of 1908), in respect of the following matters, namely:-- (a) summoning and enforcing the attendance of any person and examining him on oath or affirmation; (b) compelling the production of any documents; (c) impounding of any documents, accounts or other records produced for reasons to be recorded in writing; and (d) any other matter which may be prescribed. (2) The officer who impounds the documents, accounts or registers of the money-lender shall grant a receipt of the things so impounded to the person who produced the same.
