[(1) Notwithstanding anything contrary contained in any other provisions of these rules, a holder of registered metal crusher unit for production of metals of various size from granite building stones, who is in possession of quarrying lease or permit, as the case may be, shall opt to pay consolidated royalty at the rates specified in Schedule IV instead of paying royalty at the rates specified in Schedule I].
