Any teacher of an affiliated college or a teacher of the University who-- (a) connives with, or assists, any candidate at an examination conducted by the University to do any malpractice at such examination; or (b) delays the valuation and return of answer books of candidates at any such examination which have been given to him for valuation; shall without prejudice to any other action that may be taken against him be liable for disciplinary action.
