If, in the opinion of the [State] Government, it is necessary for the preservation of a forest or forests, they may, by notification in the [Kerala Government Gazette]. (i) prohibit or regulate the doing of any act likely to be detrimental to the preservation of such forest or forests; (ii) regulate the exercise of customary or prescriptive rights in such forest or forests.
