(1) Notwithstanding anything contained in this Act, the Board shall have the power to call for any file or proceedings pending before any of its officers or Area Committees and either dispose it of by itself or transfer it to another officer of the Board for disposal. (2) Any party aggrieved by an order of the Board under sub-section (1), not being an order against which a suit or an appeal to a Court is provided under this Act may appeal to the State Government within three months from the date of receipt of the order by him: Provided that the State Government shall not pass any order prejudicial to any party without giving him a reasonable opportunity of being heard.
