Power to remove dificulties-—If any difficulty arises in giving effect to the provisions of this Act, the Government may, by order, as occasion may require, do anything not inconsistent with the provisions of this Act which appears to them ta be necessary or expedient for the purpose of rermoving the difficulty: . ; Provided that no such order shall be issued after the expiry of two years from the date of commencement of this Act.
