Power to remove difficulties.—(1) If any difficulty arises in giving effect to the provisions of this Act, the Government may, by general or special order, published in the Official Gazette, do anything not inconsistent with such provisions which appears to it to be necessary or expedient for the purpose of removing such difficulty: Provided that no such order shall be issued after the expiry of a period of two years from the date of publication of the Act in the Gazette. (2) Every orders issued under this section shall be laid as soon as may be after it is made, before the Legislative Assembly.
