Cogni;::a11ce of ojfeTICes.-( l) No court shall take cognizance of any offence punishable under this Act, except on complaint m writing made by an officer authonsed by the Government in this behalf. (2) No court inferior to that of a Magistrate of the first class shall try any offence pumshable under this Act.
