For the purpose of preparing, sanctioning, inquiring into, or executing any scheme or for inspecting any work, any of the following officers or persons may, after giving such notice as may be prescribed, to the owner, enter upon, survey and mark out such land and do all such other acts as may be necessary for the purpose of preparing, inquiring into or executing any scheme or for the purpose of inspecting works already carried out, as the case may be, under a scheme; (a) the Executing Officer; (b) the Inquiring Officer; (c) the Collector; [(d) The President or Secretary of the District Committee or any officer or person authorised by them.] Substituted by Act 7 of 1980, published in K.
