(1) Every owner of land included in the scheme shall pay the cost; or part of the cost, as the case may be, of the work which under the scheme is carried out by the 15AA[District Committee] in his land at the cost or part of the cost of owner. 15A[x x x x] (5) Where the owner of any land included in the scheme is the Government, the Department of the Government which has the control or the management of such land or the Executing Officer, if so directed in this behalf by the District Committee, 15AA[x x x x] or the Government, shall carry out the works which the Government as the owner of the land is liable to carry out under the scheme.
