Removal of difficulties.—If any difficulty arises in giving effect to the provisions of this Act, the Government may, as occasion may require by order, do anything not inconsistent with the Act or the rules made thereunder, which appears to them necessary for the purpose of removing the difficulty: Provided that no such order shall be issued after the expiry of two years from the date of commencement of this Act.
