(1) Government shall, in consultation with the University and the representatives of the teachers, frame a code of conduct to be observed by the teachers of Government and private colleges. (2) Any teacher of a Government or a private colleges who contravenes any of the provisions of the code of conduct shall be liable to disciplinary action which may involve the imposition of a major penalty.
