(1) The Syndicate shall have power to make rules, bye-laws and orders not inconsistent with the provisions of this Act and the Statutes, the Ordinances and the Regulations, for the guidance and the working of boards, committees and other bodies constituted under the provisions of this Act or the Statutes or the Ordinances or the Regulations and for regulating the procedure and conduct of business at meetings of any authority of the University, other than the Senate. [Provided that such Rules, Bye-laws or Orders which involve expenditure shall be made only with the prior approval of the Government.] (2) All such rules bye-laws and orders shall have effect from such date as the Syndicate may direct.
