Removal of difficulties—(1) If any difficulty arises in giving effect to the provisions of this Act, the Government may, by order published in the Gazette, make such provisions not inconsistent with the provisions of this Act or the rules made thereunder as appear to them to be necessary or expedient for the purpose of removing such difficulty Provided that no such order shall be issued under this sub-section after the expiry of two years from the date of commencement of this Act. (2) Every order issued under sub-section (1) shall, as soon as may be, after it is issued, be laid before the Legislative Assembly. 93 Act to override other laws—(1) Subject to the provisions in sub-section (2), the provisions of this Act shall have effect notwithstanding anything m any other law for the time being in force or in any custom or usage, or in any contract, express or implied, inconsistent with the provisions of this Act. (2) The provisions of this Act shall be in addition to, and not in derogation of the provisions of the Kerala Command Areas Development Act, 1986 (37 of 1986) and Kerala Water Supply and Sewerage Act, 1986 (14 of 1986).
