Penalty.—If the District Grievance Redressal Committee or the State Grievance Redressal Committee, as the case may be, finds that the designated officer has failed to provide the services without sufficient and reasonable cause, 21 the Chairperson of the Committee concerned may by order in writing impose a fine on the designated officer at the rate of two hundred and fifty rupees for each day’s delay, which shall not exceed ten thousand rupees and may recommend disciplinary action against such designated officer to the authority concerned’ under the service rules applicable to him: Provided that the designated officer shall be given a reasonable opportunity of being heard before imposing a penalty.] CHAPTER III Establishment of Industrial Township
