Constitution of the Council.— (1) The Government may by notification, constitute, with effect from such date as may be specified therein, a Council to be called the Kerala State Higher Education Council. cry rave (2) The Council shall be a body corporate by the name aforesaid, having perpetual succession and a common seal and shall by the said name sue and be sued.
