R1ght to RegHtry.-Every applicant under section 5 shall be entitled to registration unless the registering authority is of opinion that the vehicle is not fit for public use: Provided that no vehicle shall be registered in the name of a minor unless the application is made by his guardian on behalf of the minor: 92 I P10vided further that the registenng authority may, in the interest of the public,- ( I) limit the numbet of vclucles of any descnption which may be registered annually, in which case no vc!Hcle of that des'cription shall be registered in any year in excess of the number !:.0 limited; (2) refuse to 'register vehicles of a particular description m whtch case no vehicle of that description shall be registered; (3) limit the number of hand-r..ulled 1 ickshaw~ to be rcgi~tcred 111 any year, to a number which shall be less by 5 per cent than the number reg1ste1ed in the tmmedtately p1ecedmg year.
