Penalty for dnving wzthout licence or le1zdi11g licencc.-lf any per- son acts as the driver of a hackney carriage without havmg a licence in force for the tim~ being or, having a licence, fails to carry it wtth him when driving a hackney carnage, or transfers or lends it or allows it to be used by any other person, he shall be liable to a fine not ex- ceeding twenty rupees.
