(1) Any person who is desirous of having any vehicle registered as a hackney carriage shall apply to the registering authority and shall submit the vehicle for such inspection as the registering authority may direct. (2) The person in whose name any carriage is registered shall be deemed to be the owner of such carriage for the purposes of this Act: Provided that if the person in whose name any carriage is registered is a minor, the guardian of such minor shall be deemed to be the owner the carriage.
