(1) The driver of every hackney carriage shall be bound to drive such carriage to any place named by the hirer which is not more than 3 miles from the place of hiring in the case of vehicles of the description specified in clause (f) of section 9, and in the case of any other vehicle, not more than six miles. (2) When any hackney carriage is hired by time, the driver thereof shall drive the same at a rate of speed not less than prescribed by the registering authority. (3) A driver failing, without reasonable excuse, to comply with the provisions of this section shall be liable to a fine not exceeding ten rupees.
